General Scope of Project
Naval Air Station (NAS) Joint Reserve Base (JRB) New Orleans is one of only two joint air Reserve military bases in the United States. It comprises about 5,200 acres in Plaquemines Parish and is composed of more than 7,000 personnel in 33 tenant commands. The installation’s airfield supports local squadrons from the Navy Reserve, Coast Guard, Marine Corps Reserve, and the Louisiana Air National Guard. Two operational runways are maintained, with the larger offering 10,000 feet of usable space as well as a full complement of approaches for both instrument and visual landings. Multiple training detachments from the Navy, Air Force, Air National Guard, state, federal, and joint service organizations are frequently supported through base operations.
The base also serves as an interim support base for disaster relief operations and has actively participated in operations from Hurricane Katrina through Hurricane Isaac, as well as national-interest events. The primary mission of NAS JRB New Orleans is to provide superior operational and training environments for active-duty and Reserve components from all branches of the armed services while sustaining the full spectrum of combat, peacetime, and humanitarian operations.
The base also serves as a platform for assistance with Homeland Security air defense through the Louisiana Air National Guard, as well as search-and-rescue efforts for much of the Gulf Coast by Coast Guard Air Station New Orleans.
Wingate Engineers was contracted by NAVFAC-SE to provide construction phase services for the removal, repair, and replacement of the entire roof for the NEX facility located on the base in Belle Chasse, LA. The NEX building is a critical facility for the base as it serves as the essential grocery and goods facility for all military and civilian personnel who live and work at the 5,200-acre facility.
As a part of Wingate’s scope of work, we are providing the cleaning and preparation of the existing roof for recovery with a new 60-mil, mechanically fastened TPO system and providing a 20-year manufacturer’s NDL warranty and a 2-year installation warranty. The warranty shall run directly to the Government. Our scope includes, but is not limited to:
- Inspect and ensure all wet or damaged existing roofing substrates are removed and replaced with new materials. Substrate must be clean, level, and smooth so that the new installation lays flat. Fresh applications of bitumen-based roof cement must be removed or covered.
- Clean the existing TPO roof system of any debris.
- Provide and install a new mechanically fastened 60-mil TPO system.
- Raise all rooftop equipment, as necessary, to meet roofing requirements and achieve the manufacturer’s warranty.
- Provide and install new aluminum retro-fit roof drains with a TPO-coated flange.
- Provide and install new metal coping, flashing, gutters, and downspouts (color to match existing, as closely as possible).
