General Scope of Project

In order to address this concern, DPW has hired Wingate Engineers to manage the maintenance contractor, Fleming Construction, to oversee and execute the citywide repairs of nearly 1200 sites throughout the city.  The project scope includes the identification and assessment of various sites, which drives the creation of a task order-based system for the contractor.

Construction Administration services include:

  • Attend pre-construction meeting and prepare meeting agenda and minutes
  • Review, respond, and track material submittals, approve, or take other action, for shop drawings and samples which the Construction Contractor is required to submit (as warranted)
  • Address technical issues arising during construction
  • Conduct progress meetings (weekly or more often as needed)
  • Recommend work be rejected while in progress if not in accordance with contract documents and threatens integrity of the design concept
  • Evaluate and recommend the acceptability of substitute or “or-equal” materials and equipment proposed by the Construction Contractor
  • Review quantities and develop a draft pay application with the Construction Contractor for review by the Department
  • Review final pay applications for Construction Contractor invoicing and recommend payment

Construction Resident Inspection services include without limitation:

  • Coordination with the construction contractor, design engineer, any construction, and the city on project related matters;
  • Interpretation of plans and specifications subject to review by the city
  • Monitoring, documenting, and reporting daily on construction contractor quality control activities and construction safety, progress, testing, and surveying;
  • On-site inspection of critical construction activities to review compliance with plans and specifications;
  • Review and verification of all pay items of work and quantities completed;
  • Maintenance of construction field records
